Those are "Fleurs-De-Lis" they used to be a sign/symbol of the french monarchy; y'know coats of arms and stuff. They are french and adopted in lots of places with french history as an artistic motif that can be representative of the french politics and artisans and blah blah blah.
good to know my french major came in handy in the real world!
